Stayed very still while I photographed. I found a very similar fly nearby (https://www.inaturalist.org/observations/204340354) - presumably the female of the same species?

Lying in the hair-like bristles of a young wildflower stem. About 9 mm in length. Had "the darkened wing membrane around veins R-M, Cu2 and 2A" as described here: https://bugguide.net/node/view/1001504
I went with C. decorus because of the dark wing spot and vein, which is hard to see, but visible in these pics. The banded abdomen I thought put it in this subgroup.
Dry rocky area on side of rail tracks, in estuarine marsh.
