At the time of this swap, the butterfly taxonomy used by iNaturalist did not recognize genus Heraclides. As you point out, the situation has now reversed.

It looks like I was incorrect about the situation reversing. For North American butterflies, iNaturalist follows the taxonomy of A Catalogue of the Butterflies of the United States and Canada, which regards Heraclides as a subgenus. What's confusing is that the rest of the Butterflies of America website treats Heraclides as a genus, so the nomenclature that appears in the individual species & subspecies galleries doesn't actually correspond with the Catalogue classifications.

The short answer -- at present, to remain consistent with A Catalogue of the Butterflies of the United States and Canada, the genus should remain as Papilio.

Heraclides rogeri ssp. pharnaces was swapped with Papilio rogeri ssp. pharnaces, which should have then rendered H. r. pharnaces inactive. For whatever reason, H. r. pharnaces remained active, which meant that there were two taxonomic concepts in use for the same organism (i.e., a Papilio Pink-spotted Swallowtail and a Heraclides Pink-spotted Swallowtail). Both concepts were being used in the observation you mentioned above, hence it wasn't reaching Research Grade. I've manually set H. r. pharnaces to inactive, which seems to have resolved the problem.
