An unusual angle on this fly, but I'm fairly certain there is nothing else it could be -- but I hope someone who knows them better than I do will check!
Visiting Agalinis tenuifolia along the edge of a reconstructed prairie. Note that it's left foreleg seems to have been severed just above the tibia (third image): life is hard.
Possibly to be considered wild? We have not planted here for a couple years.
