One stem with six or seven males drinking sap. All appeared to be the same species. I narrowed them down to frigida or algida on DiscoverLife but could not go further than that, so please correct this ID if it's wrong.
I have more angles if needed. Features used for the key included weak tergal fasciae, vertex >1 ocellar distance, F2+3>F1>F2, black hair on inner eye margin, vertex, sides of propodeum & interspersed elsewhere on scutum, scutum tessellate and punctures indistinct, malar space moderate and no basal mandible tooth, m-cu vein meets 2nd submarginal cell 2/3-3/4 of the way, dense clypeal hair and clypeus appears to be dulled throughout.

About the size of a Honey Bee, and very athletic, holding on to the Black Mustard flowers in 30mph Santa Ana wind gusts. I looked through the 92 Anthophila species on iNat for L.A. County, and couldn’t find a convincing match. On BugGuide was a genus Melecta, https://bugguide.net/node/view/1356949… Maybe it’s in this direction? I hope @johnascher will help!

The bee was foraging phacelia, I think it is Caterpillar Phacelia (Phacelia cicutaria).

Quite a few bees were on this Caterpillar Phacelia (Phacelia cicutaria). Most of them were zipping about and stopping one flower only very briefly. This kind of tiny bees, however, would stay on one flower quite a while, gathering pollen off the anthers. I sat and photographed this one for four minutes. If you move quickly through the photos, you'll get an idea of how this bee was behaving.
If something not shown in the photos would be helpful for an idea, please let me know in the comments, as I have even more photos I could check. It's amazing how many photos you can take in 4 minutes!
